Prep is half the work. Chop the onion, carrot, and tomato in advance and place all ingredients in small bowls.
Start by frying the potatoes, then make the meat mixture, and finish with the cheese sauce. This helps everything stay warm.
You can also pan-fry the potato slices in a shallow layer of oil, or pre-cook and then roast them in the oven.
Grate the carrot if you want a softer texture or if cooking for kids who don’t like chunks.
Prefer it milder? Halve the cayenne pepper.
Add salt to taste.
Stappenplan
Peel the potatoes and cut them into thin slices. Place them in a large bowl and mix with the salt.
Heat sunflower oil to 170–180°C (340–355°F). Fry the potato slices for 5–7 minutes until golden brown. Let them drain on paper towels.
Heat the olive oil in a skillet over medium heat. Add the ground meat and cook for 4–5 minutes until browned. Add red bell pepper powder, cayenne powder, Italian seasoning, garlic powder, chopped onion, and finely chopped carrot. Crumble the stock cube into the pan and cook for another 4 minutes.
Add the tomato paste and water, and let it cook for 4–5 minutes.
Stir in the honey and cream. Let the sauce simmer for 5–7 minutes, or until it thickens. Season with salt to taste.
Melt the butter in a heavy-bottomed pan over low heat. Add the flour and stir for 1 minute. Gradually add the milk while whisking until smooth. Let it thicken. Add Parmesan cheese and salt. Continue stirring until you have a smooth, creamy sauce.
In a baking dish, layer half of the fried potato slices. Spoon half of the meat mixture on top. Pour over half of the cheese sauce. Repeat the layers with the remaining potatoes, meat, and sauce. Sprinkle the top with grated cheese.
Arrange tomato slices on top. Place the baking dish in a preheated oven at 200°C (392°F) and bake for 10–12 minutes, or until the top is nicely golden.
