Put the salmon, onion powder, garlic powder, red bell pepper powder, dried parsley, and olive oil in a bowl. Mix well and set aside.
Cut the baby potatoes in half. Bring a pot of water to a boil. Add the potatoes and cook for 12-15 minutes. Drain and set aside.
Heat olive oil and butter in a skillet over medium-high heat. Add the diced yellow onion and sauté for 3-4 minutes until golden brown. Then add the potatoes, onion powder, garlic powder, and cayenne pepper. Crumble the chicken stock cube over the skillet and sauté briefly until combined. Then add the water and mix well.
Add the heavy cream and sweet soy sauce. Turn the heat high and let the sauce thicken, but keep an eye on it. Finally, add the dried parsley and mix well.
In another skillet, heat butter over medium heat. Cook the salmon fillets for 3-4 minutes on each side until cooked through.
